Econsult Solutions, Inc. provides businesses and public policy makers with consulting services in urban economics, real estate economics, transportation, public infrastructure, development, public policy and finance, community and neighborhood development, planning, as well as expert witness services for litigation support.
We combine robust quantitative analysis with trusted expert insights and impactful implementation to create sustainable solutions. We work collaboratively with our clients, and draw in expertise when necessary from our network of experts and partners across industries, regions, and management practices. Based in Philadelphia, we support clients nationwide.

We believe in giving back and we work pro bono or for a reduced fee for non-profits who would not be able to afford our services, to help them demonstrate their impact and build their internal capacity.
Social responsibility is an integral part of our philosophy. Members of our team sit on the boards of and volunteer for community-based organizations and other nonprofits.

Our Commitment to Learning
ESI is committed to promoting and supporting education and advancement within the field of economics. Our Principals have been visiting lecturers and permanent faculty at a range of Universities including, University of Pennsylvania, Drexel University, Temple University, Widener University, Bryn Mawr College, Philadelphia University and Peirce College. In 2014, Econsult Solutions, Inc. became a of corporate partner of Drexel University’s School of Economics within LeBow College of Business. As a corporate partner, ESI contributes to Drexel’s tradition of experiential learning, academic excellence and participation in real-world problem solving. ESI also continues to perform economic analyses related to Drexel’s overall development and capital investments.
Our History
The Econsult business has been in continuous operation since 1979 with the foundation of Econsult Corporation, an economic consulting firm mostly focused on litigation support. In 2000, Stephen P. Mullin and, in 2001, Richard P. Voith joined Econsult Corp. and expanded the company’s scope. In 2012, taking stock of the evolution of the firm, a succession plan was implemented pulling out certain practice areas out of Econsult Corp. and forming Econsult Solutions, Inc.
In 2018, the firm created ESI ThoughtLab, an innovative think tank which provided a rich portfolio of thought leadership services to help clients demonstrate value in the analytics age. Building off that experience and commitment to providing evidence-based analysis, the firm launched the ESI Center for the Future of Cities in 2021. ESI Center for the Future of Cities brings together experts in urban economics, policy, and strategy to provide cutting-edge research on the most important issues facing cities around the world.
Led by Peter A. Angelides, Ethan Conner-Ross, Lee Huang, Gina Lavery, Stephen P. Mullin, and Richard Voith, ESI has built on its legacy and strengthened the company’s reputation as a leading economic firm with impeccable modeling and analytical capabilities.
