Mr. Connelly has over 15 years of financial consulting experience at the federal, state, and local government levels. Prior to joining Econsult Solutions, Mr. Connelly worked at Fairmount Capital Advisors, Inc., an Independent Registered Municipal Advisor registered with the U.S. Securities and Exchange Commission and Municipal Securities Rulemaking Board. At Fairmount, Mr. Connelly led engagements such as five-year financial planning and budgeting, financial feasibility studies, and strategic planning, among others. Mr. Connelly has extensive experience developing multi-year financial plans for Pennsylvania municipalities and the Commonwealth’s Early Intervention Program. Specifically, Mr. Connelly led EIP engagements for the Municipality of Norristown, City of Coatesville, Borough of Marcus Hook, and Borough of Minersville.
Mr. Connelly currently works on the financial Recovery Coordinator teams for the City of Chester and Borough of Colwyn. In this role, Mr. Connelly is responsible for developing, monitoring, and implementing a multi-year financial plan with the goal of eliminating projected budget deficits and setting the municipalities on the course to structural budgetary balance.
Mr. Connelly has also worked on a wide range of financing transactions in the local government, senior living, healthcare, and higher education sectors. Mr. Connelly has advised on over 30 debt financings, hedging, and bond proceed/escrow investment transactions totaling over $1.5 billion in par/notional amount. Mr. Connelly provides transaction management, credit analysis, financial planning, refunding analysis, credit enhancement strategy, arbitrage rebate, and escrow verification services to governmental and non-profit entities. He is familiar with traditional and synthetic fixed and variable rate debt structures and has helped clients meet their capital planning needs through the public and private debt markets. Mr. Connelly has passed his MSRB Series 50 qualifying examination for municipal advisors.
Before joining Fairmount, he worked for almost four years as a project manager for the management consulting firm American Management Systems (now CACI). At AMS, he was responsible for managing strategic planning and certification programs for organizations within the U.S. Navy.
