Philadelphia Fed President Patrick Harker Opens Urban Economic Policy Conference

Suffering from a structural lack of funding, infrastructure has been neglected for decades. But, presented as one of the key levers of the Trump’s Administration economic plan, it has suddenly found its way back into the current debate. Drawing an audience of academics, economic experts and students, the Drexel School of Economics and ESI’s third joint conference hosted on May 12, 2017 at Le Bow College of Business decided to tackle this complex issue. Two panel discussions addressed the micro- and macro-economic aspects of urban infrastructure and of its impact on the economy.

The conference kicked off with a keynote by Patrick Harker, President and CEO of the Federal Reserve Bank of Philadelphia. He started with a brief economic update, predicting that two more rate hikes would likely happen this year, before delving into the importance of infrastructure to the economic health.

“Research matters”, stated Harker, reminding the crowd of academics that their work “forms the basis of real, demonstrable change. It has the potential to move people and families and towns and cities along the path from poverty to prosperity, and that’s powerful.” That’s why we need to do a better work at translating our body of research into practice.

Next, Harker explained how critical infrastructure is, not only to what constitutes our living standards – housing, transportation – but also to the competitiveness of our economy, playing a “central role in where and how we choose to live”. This is even more crucial that our expectations have changed, raising the issue of having to adapt our current infrastructure to the changing needs and demands of the population.

Mr. Harker wrapped up his presentation by reminding the attendants to consider the three following elements when talking about economic revitalization: “First, that it should be inclusive. Second, that it can’t be one-size-fits-all. Third, that our neighbors’ fates are tied to our own.” He also restated the importance of contributing to a body of research on these pressing issues.

‘Mr. Multiplier’ Presents at the 2017 APA National Conference

ESI’s Community Data Analytics (CDA) team recently presented in New York City at the 2017 American Planning Association National Planning Conference. The team led two independent sessions, and also participated in a poster session.

Sidney Wong_APA National 17CDA Project Lead, Dr. Sidney Wong accompanied by ESI Director Dr. Daniel Miles led the first session titled, “Demographic Multipliers → Development Impacts”. The session took place Sunday, May 7, 2017 and was attended by sixty planners. Wong and Miles gave an in-depth explanation of CDA’s methodological improvements in estimating demographic multipliers, and how using the latest data available is critical to solving complex planning issues for local communities.

The team emphasized that better multipliers, using the latest data that reflects recent trends and specific to local geography, improves reliability which helps  to avoid estimation biases. The team reported on broad-based declines in household size and school-age children in the past 15 years, with recent data indicating townhome crowding. Ohio, Pennsylvania and New Jersey were used as examples to show significant variations between local and state multipliers. After the presentation, a New Jersey planner jokingly dubbed Wong, “Mr. Multiplier.”

In their second session, “Improving Fiscal Impact”, the CDA team, including ESI Senior Vice President, Dr. Peter Angelides, AICP, outlined the evolution of fiscal impact analysis and the procedures behind conducting analysis to compare fiscal costs and benefits. Miles discussed two different approaches, the average cost and marginal cost, and stated several limitations of fiscal impact analysis which was followed by a facilitated round table discussion to exchange ideas and share experiences in conducting fiscal impact studies.

ESI Spends the Weekend at the LAI Philadelphia Chapter Spring LEW

During the weekend of April 27 to April 30, ESI both sponsored and attended the Lambda Alpha International’s (LAI) Philadelphia Chapter Spring’s Land Economics Weekend (LEW) in Philadelphia, which hosted members from various LAI Chapters. Our President, Stephen Mullin, is an active member in LAI Philadelphia’s Board of Directors and helped organize the event. Its members toured various new developments that will change the city’s skyline and many are currently ESI clients including the Comcast Technology Center, the Cira Center Complex, Pennovation, Market East, and The Navy Yard.

During the awards ceremony Lambda Alpha presented Jerry Sweeney, President & CEO, Brandywine Realty Trust with the Skyline Award for the Cira Center. Tony Forte, LAI Philadelphia Chapter President and LEW Committee Chair, acknowledged Jerry and Brandywine Realty Trust for the Cira center and its ability to connect professions to share knowledge and advance best practices. After accepting the award Jerry explained the motivation behind the building and the intentions for the tower to be a place people would recognize. Jerry also described his approach to development, which is thinking of a building as a way of connecting communities.

On Friday, the group toured the Schuylkill River Banks presented by the Schuylkill River Development Corporation (SRDC). SRDC is continuing the already immaculate transformation of the 8-mile tidal Schuylkill corridor by driving improvements in recreation, transportation, public health, and community and economic development. The recently opened boardwalk allows for various types of riverfront recreation including running, cycling, yoga, fishing, and many others. Connected to the trail is a dog park, playground area, and garden which is occupied at any given time of the day.

The group also made their way to The Navy Yard, a 1,200 acre urban development serving as home to over 150 companies such as URBN, GlaxoSmithKline, and Revzilla.
