Forward Together Lebanon Economic Recovery Plan

Following the COVID-19 pandemic, Lebanon County, PA needed a strategy that would help the county recover and position it for future success. To develop an economic recovery plan, Forward Together Lebanon Leadership engaged the team of ESI and Fourth Economy to work with business, tourism partners, and community non-profit organizations to identify key areas for action. The Economic Recovery Plan had three primary areas of focus: empowering small business and industry, supporting current and future workforce, and overall improving the quality of place and livability in the county.

The project team gathered data on the economic, social, and health impacts of the pandemic on Lebanon County. This included surveys, interviews, and analysis of existing economic data. The analysis of collected data informed the strategies and recommendations of the study. Engaging with a diverse group of stakeholders, including local government officials, business leaders, community organizations, and residents, through focus groups, public meetings, and workshops was essential to plan development. Based on the data and stakeholder input, the strategic plan included prioritized areas of action and specific recommendations for small business support, workforce development, and quality of life enhancement. The Economic Recovery Plan provided a detailed implementation framework, including timelines, cost estimates, and metrics for success.

The plan outlined specific metrics for success, such as job creation, increased business activity, and improved quality of life indicators. Short-term and long-term goals were established to track progress. The study identified significant challenges, such as high unemployment rates, lower levels of educational attainment, and gaps in childcare. It also highlighted opportunities for growth in sectors like agriculture, manufacturing, and retail trade. Plan recommendations included continuous stakeholder engagement, periodic updates to the plan, and long-term monitoring of economic and social indicators. The strategic plan provided a clear roadmap for recovery, helping Lebanon County prioritize actions and allocate resources effectively. The plan supported grant applications and informed policy decisions.
