The New Jersey Economic Development Authority (NJEDA) retained ESI to evaluate the long-term economic, fiscal, and strategic impacts of its Strategic Innovation Center (SIC) Investment Initiative. Launched in 2021, the SIC initiative represents a $190 million public commitment designed to catalyze private investment and expand New Jersey’s innovation infrastructure across life sciences, advanced manufacturing, and information and high technology sectors.
NJEDA sought a rigorous, forward-looking analysis to quantify how its portfolio of 12 Strategic Innovation Centers would impact job creation, economic output, state tax revenues, startup growth, and long-term competitiveness over a ten-year horizon. The central question guiding the engagement was: What is the measurable return on investment of building a statewide innovation ecosystem anchored by specialized facilities, accelerators, incubators, and venture studios?
ESI designed a comprehensive economic and fiscal impact model capturing four layers of impact: (1) one-time construction, (2) ongoing SIC operations, (3) on-site startup activity, and (4) long-term growth of graduated firms remaining in New Jersey.
Using IMPLAN input-output modeling, ESI estimated direct, indirect, and induced impacts associated with capital investment, operational spending, and company growth. Construction impacts were modeled across six major facility developments totaling $385.6 million in modellable expenditures. Operational expenditures were analyzed across real estate management and programmatic accelerator activities.
To project startup growth, ESI developed a longitudinal modeling framework informed by PitchBook, Carta, and comparable accelerator benchmarks. Employment growth trajectories were adjusted for survival rates, capital intensity, and sector-specific scaling patterns. The team also estimated cumulative company valuation growth, projected patent production, and anticipated clinical trials associated with life sciences firms.
The result was a ten-year forecast that translates innovation ecosystem development into measurable economic and fiscal outcomes.
The analysis demonstrates that NJEDA’s SIC portfolio will generate substantial statewide returns:
- $667.1 million in one-time construction output, supporting approximately 2,950 jobs
- $67.7 million in annual economic output from SIC operations
- $738.7 million in annual output from on-site startup activity
- By Year 10, graduated firms are projected to generate $17.2 billion in total output, supporting 63,080 jobs statewide
- $426.9 million in annual state tax revenues by Year 10
- Projected cumulative startup valuation exceeding $34.7 billion by Year 10
- Up to 1,390 patents and 35 clinical trials generated over ten years
Across all phases, the SIC initiative positions New Jersey as a leading innovation hub, strengthening cluster density in life sciences, AI, fintech, aerospace, advanced manufacturing, and emerging energy technologies.
The study provides NJEDA and state leadership with defensible, data-driven metrics demonstrating that innovation infrastructure is not merely a policy initiative, but a high-return economic development strategy. The findings support continued investment, reinforce public-private partnership models, and strengthen New Jersey’s competitiveness for venture capital and corporate R&D investment.
By Year 10, SIC-supported firms are projected to support nearly 28,000 direct jobs and over 63,000 total jobs statewide, generate more than $6.2 billion in employee compensation, and contribute hundreds of millions annually in recurring state tax revenues.
