ESI has released a study recommending how the Philadelphia Housing Authority Development Corporation (PHADC), an active affiliate of the Philadelphia Housing Authority (PHA), can advance itself and help generate non-federal income to support PHA in its affordable housing goals as federal funding has decreased in recent years.
ESI suggested PHADC remains committed to affordable housing development through both the efforts of itself and PHA in the long term.
As PHADC continues to develop a portfolio of scattered site affordable housing in the near term, it needs to take steps to position itself to generate private capital, which is not allowable due to PHA’s oversight of the organization, the study said.
