Rockford Corridor Housing Study

The Region 1 Planning Council commissioned ESI to analyze housing opportunities for the North Main Street Corridor in Rockford, Illinois. Despite increasing demand in the city, little housing has been built along this 4.5-mile corridor connecting downtown Rockford to the city’s northern edge. The study sought to identify developable parcels, assess the financial feasibility of residential development under current market conditions, and provide a strategic policy framework to unlock housing potential along the corridor.

ESI conducted a multi-phase analysis to evaluate the corridor’s development potential. The team began with a detailed corridor conditions assessment, analyzing demographic, housing, economic, and transit trends within a 0.5-mile buffer of North Main Street. This helped clarify current housing demand and revealed structural supply challenges, including aging housing stock, limited new construction, and a mismatch between incomes and housing costs. A parcel-level land inventory identified key opportunity sites, particularly vacant or underutilized land that could support infill development with minimal displacement.

A financial feasibility analysis modeled development outcomes under various scenarios, testing the impact of public policy interventions such as tax abatements, density bonuses, fee waivers, and gap financing. The study also included a zoning and regulatory review, highlighting barriers to development and potential reforms. Finally, the team developed a policy toolkit and implementation roadmap focused on strategic activation of high-potential sites, including recommendations for new overlay districts, land banking, and tax increment financing districts.

Rockford’s housing demand is outpacing supply, yet the North Main Corridor has seen negligible new development in recent years. The corridor suffers from decades of disinvestment, with 94% of its housing stock predating 1980.

The findings provided a foundation for Region 1 Planning Council and the City of Rockford to prioritize public investment in corridor revitalization. The report’s feasibility modeling and policy recommendations are designed to guide future housing-related zoning reforms, capital budget decisions, and incentive program designs, including gap financing, tax abatements, and land banking strategies.
