ESI was engaged to conduct a comprehensive mid-point evaluation of the Destination Medical Center (DMC) initiative, a 20-year economic development strategy designed to transform Rochester, MN into a global medical and innovation destination anchored by Mayo Clinic. After ten years of implementation, the Destination Medical Center Economic Development Agency (DMC EDA) sought an independent, data-driven assessment of DMC’s progress toward its core goals, including attracting private investment, generating jobs, enhancing infrastructure, improving quality of life, and expanding the local tax base. The analysis examined both quantitative performance indicators, such as investment levels, employment growth, and fiscal impacts, and qualitative outcomes related to livability, community experience, and downtown vibrancy.
ESI conducted a comprehensive economic, fiscal, and community impact analysis using a combination of quantitative modeling, data analysis, and policy review. The team analyzed employment trends, private and public investment flows, tax revenue generation, and real estate development across the DMC district. Economic impacts associated with development activity were estimated using IMPLAN economic modeling to capture direct, indirect, and induced effects.
The study also incorporated publicly available datasets such as U.S. Census employment data, local development records, and investment tracking from DMC EDA. ESI assessed progress across key development sectors, including research, residential, hospitality, retail, education, and infrastructure, to evaluate how investments aligned with the original DMC development plan. In addition to economic metrics, the analysis reviewed quality-of-life indicators such as housing supply, transportation accessibility, walkability, public space improvements, and visitor experience to measure the initiative’s broader community impacts.
