Econsult Solutions is excited to welcome Suzanne Biemiller, Joseph M. Casey, and Lloyd Russow as our newest Senior Advisors. Together they bring a wealth of experience to our practice as we continue to expand the firm while focusing on delivering high quality products and bespoke solutions.
For more than two decades, Suzanne Biemiller has devoted her career to improving cities. Working in the philanthropic, non-profit and government sectors, she has developed innovative policy strategies and programs, driven organizational change and led multi-discipline project teams. As a consultant to the Mayor’s Office of Sustainability, in 2009, Ms. Biemiller developed and authored Greenworks Philadelphia, the city’s first-ever sustainability strategy. Her efforts united Philadelphia’s sustainability work under a shared vision and common goals. Ms. Biemiller also served in Mayor Michael A. Nutter’s administration as Director of Policy and Planning, interim Chief of Staff and First Deputy Chief of Staff.

Joseph M. Casey is former General Manager of the Southeastern Pennsylvania Transportation Authority (SEPTA). A 34-year SEPTA veteran, he was appointed as the ninth General Manager in February 2008. Mr. Casey began his career in transportation at Consolidated Rail Corporation (Conrail) before joining SEPTA in 1982. During his tenure at SEPTA, Mr. Casey was successful in establishing balanced operating budgets for 16 years, streamlining expenses and reducing costs, and containing overall budget growth even in the face of skyrocketing healthcare and fuel costs.
“Joe is a proven leader in the transit industry who was responsible for putting Philadelphia’s Transit system on sound financial footing through prudent financial management and even more crucially convincing public funders of the fundamental value of the system. At the same time he solved SEPTA’s major financial problems, he dramatically improved the perception of SEPTA in the eyes of the public. We are delighted to have Joe join ESI’s team of Senior Advisors,” said ESI President and Principal, Richard Voith.

Lloyd Russow is a professor and associate provost at Thomas Jefferson University. As a faculty member, his teaching and research focus on international marketing and market entry. His responsibilities as associate provost focus on strategic initiatives and new academic program development. Dr. Russow has authored a number of texts and journal articles in the area of international marketing and market entry. He has assisted large and medium-sized firms in identifying global market opportunities and with their market entry strategies. Dr. Russow is an academic entrepreneur who assists institutions of higher education in program identification and development, assessment of program profitability, enrollment enhancement, resource allocation and other strategic initiatives.
