Rebecca Garvin DeJoseph, M.A.

Rebecca Garvin DeJoseph is a senior vice president for talent development and principal at ESI. Her work focuses on economic and fiscal impact analysis, labor market and industry research, and policy-oriented studies supporting state and local economic development initiatives. She works closely with clients to evaluate the economic implications of major investments and to communicate complex analytical findings to leadership and stakeholder audiences.

In addition to impact and policy work, Rebecca has experience supporting broader economic development strategy, workforce system analysis, and institutional decision-making. Her work often focuses on helping clients understand how economic trends, labor market conditions, and public investments shape regional growth and competitiveness.

Prior to joining the firm, Rebecca served as a Senior Economist in the Economic Analysis and Information branch of the U.S. Bureau of Labor Statistics, where she provided regional labor market analysis to policymakers, business leaders, and the media. In a prior role, she provided economic analysis and expert witness testimony in labor-related arbitration matters.

Rebecca is also an Assistant Professor of Economics and Statistics at the Community College of Philadelphia. She holds a master’s degree in economics and is an experienced presenter on workforce trends, economic impact, and regional economic development.
