Local Impact Study of Casino in Nittany Mall, State College

SC Gaming OpCo LLC (“SC Gaming”) hired ESI to conduct a local services and economic impact analysis as part of its PGCB application for a Category 4 Satellite Casino located in College Township. The proposed casino will be in Nittany Mall, previously occupied by a Macy’s department store.

ESI estimated the economic impacts using IMPLAN, an industry standard approach in assessing economic development projects, the creation of new businesses, and the distribution of various industries. The model was used to estimate the direct, indirect, and induced economic impacts that will be generated.

We also utilized a customized fiscal impact model to estimate generated local and state tax revenue. Based on the data and research into the College Township annual budget, we completed fiscal impact analysis that details the overall impact of the proposed casino on College Township’s departments. Together, these analyses comprise the local impact of the casino on municipal services, resources, and tourism.
