Montclair Public Library CAFE Redevelopment Project Feasibility Analysis

Montclair Public Library (MPL) sought to transform its Main Library and Bellevue Avenue Branch into an inclusive cultural, educational, and community hub. To realize this vision, the library applied for a Cultural Arts and Facilities Expansion (CAFE) tax credit from the New Jersey Economic Development Authority (NJEDA). ESI was engaged to conduct a comprehensive market and financial feasibility analysis to support this application. The objective was to determine whether the proposed redevelopment would be financially viable with and without the CAFE tax credit, and to evaluate MPL’s potential impact on the town’s economic development and cultural access.

ESI conducted an evaluation of development costs, operational revenues, and pro forma assumptions to determine the project’s sustainability. The analysis began with a market overview, assessing demographic and economic trends, Montclair’s cultural infrastructure, and regional demand drivers. ESI then reviewed the project’s financial model, testing assumptions about construction costs, revenue potential from rental and event spaces, and ongoing operating expenses. Pro forma models were developed for two scenarios: one assuming full CAFE funding and one assuming none. ESI also reviewed local comparable real estate assets, municipal master plans, and industry benchmarks to evaluate financial feasibility. Additionally, the study included a target audience assessment, competitive landscape analysis, and a forecast of earned and philanthropic revenue streams.

The results directly supported MPL’s application to NJEDA, strengthening its case for public investment by demonstrating the project’s potential to support economic development, equity, and cultural vibrancy in Montclair. The analysis validated MPL’s ability to diversify income streams and reduce reliance on public appropriations, which are key factors in sustaining long-term operations and public value.

Construction is planned for 2027–2028, with operations beginning in 2029. The project is expected to significantly enhance MPL’s long-term sustainability through expanded revenue streams such as event rentals, tech training, culinary workshops, and educational partnerships. The CAFE investment will also enable MPL to serve broader regional audiences and act as a model for inclusive cultural infrastructure in suburban contexts.
